Delivering Results Beyond City Hall

Jimmy Davis has helped deliver tangible results for Tolleson by advocating for outside investment, prioritizing smart infrastructure, and supporting economic strategies that strengthen the city’s long-term stability.

Through regional and congressional partnerships, Jimmy helped secure funding for critical infrastructure projects, including a multimodal pathway, wastewater treatment plant improvements, and a pedestrian bridge—investments that improve safety and connectivity while limiting the burden on local taxpayers.


As a City Council, Tolleson has pursued a more balanced approach to economic development—strategically shifting away from an overconcentration of warehouse uses and toward retail and mixed-use investment that grows sales tax revenue and enhances quality of life. Central to this strategy has been attracting and maintaining high-performing sales tax generators, helping ensure the city’s fiscal resilience while supporting responsible growth.


That approach has attracted new national and regional businesses, including McDonald’s, two Starbucks locations, two Dutch Bros locations (one consistently ranked among the top five nationwide in sales), KFC, Bad Ass Coffee of Hawaii, Bosa Donuts, Little Caesars, Domino’s, high-yield sales tax generators such as Carvana, HD Supply, and Staples, as well as a growing number of locally owned businesses. Together, these investments reflect a deliberate strategy to balance employment, sales tax revenue, and long-term fiscal stability.

At the same time, Tolleson remains a critical employment hub for the region. The city is home to more than 30 Fortune 500 companies and supports over 30,000 jobs, with major investments such as Vanguard Truck Centers representing one of the city’s most significant new economic drivers.


Jimmy has also supported the expansion of new housing options, including two single-story detached apartment communities and a condominium development—helping diversify housing choices while respecting the city’s limited, land-locked footprint.

Together, these results reflect disciplined leadership and thoughtful planning—delivering infrastructure, jobs, housing, and revenue growth for a six-square-mile city that continues to punch well above its weight.


Key Achievements as Vice Mayor

Championing Arts, Culture & Economic Development

Jimmy Davis has been a leading force in using arts and culture as tools for economic development, community identity, and civic pride in Tolleson.

He helped establish and expand Third Fridays, a monthly live music and art event that activates downtown Tolleson, supports local artists and vendors, and brings residents together while driving foot traffic to nearby businesses.



Jimmy also supported the creation and growth of the Tolleson Art Gallery, providing a dedicated space to showcase local and regional artists and strengthen Tolleson’s creative economy.


Through his regional work with the West Valley Arts Council, Jimmy has helped elevate Tolleson’s visibility within the broader West Valley arts ecosystem—connecting city initiatives to regional resources, partnerships, and professional arts programming.

Under his leadership, Tolleson has invested in public art as placemaking, including utility box art, murals at the Civic Center, and the expansion of the Paseo de Arte. In partnership with West Valley Arts Council’s nationally recognized Gallery 37 program, Tolleson is adding three new permanent sculptures to the Paseo—continuing a legacy of public art investment, with the first installation scheduled to debut soon.


Together, these efforts reflect a strategic approach to economic development—using arts and culture to activate public spaces, support local businesses, and build a strong sense of place that residents are proud to call home.


Advancing Equity, Inclusion & Community Well-Being

Jimmy Davis has worked to ensure Tolleson is a city where every resident is treated with dignity, fairness, and respect—while keeping community safety and well-being at the center of policy decisions.


He helped lead and support the passage of comprehensive nondiscrimination ordinances, including protections that reinforce equal access to housing, employment, and public services. These measures strengthened Tolleson’s commitment to fairness while providing clear, consistent standards that benefit residents, families, and local businesses alike.


Jimmy also championed the adoption of the CROWN Act, affirming that natural hairstyles and cultural expression should never be barriers to opportunity. This policy positioned Tolleson as a leader in inclusive governance while reinforcing trust between residents and local government.


Beyond legislation, Jimmy serves as Chair and Co-Founder of the Tolleson Alliance Against Substance Abuse (TAASA), where he helps guide a holistic, prevention-focused approach to addiction—bringing together education, treatment access, and community partnerships to improve public safety and quality of life.



Together, this work reflects a balanced approach to leadership—advancing equity through thoughtful policy, strengthening trust, and addressing complex community challenges with compassion and accountability.


Regional Leadership & Consistent Service

Jimmy Davis brings Tolleson’s voice to regional and national decision-making through sustained service across multiple boards and committees—an uncommon level of engagement for a municipal leader.


At the national level, he serves on the National League of Cities (NLC) Human Development Federal Advocacy Committee, where he helps shape policy conversations impacting cities nationwide. He was also recently appointed to NLC’s Race, Equity, and Leadership (REAL) Council, contributing to national efforts focused on inclusive governance, community trust, and equitable policy implementation. In addition, Jimmy serves on the Board of Directors for NLC’s Hispanic Elected Local Officials (HELO), advancing Latino leadership at the national level.


Regionally, Jimmy serves on the Valley Metro Regional Public Transportation Authority Board of Directors and its Audit & Finance Subcommittee, helping oversee transit policy and financial accountability across the Greater Phoenix area.


Locally, Jimmy is the Chair and Co-Founder of the Tolleson Alliance Against Substance Abuse (TAASA), leading a cross-sector effort to address addiction through prevention, treatment, and community-based solutions. He also serves as President-Elect of the Greater Phoenix Equality Foundation, supporting inclusive economic and civic opportunity across the region.


Together, these roles reflect a consistent commitment to public service—connecting local needs to regional solutions and ensuring Tolleson is represented wherever decisions are made.


Smarter Transit, Real Access to Opportunity

As a member of the City Council, Jimmy helped make the difficult but responsible decision to discontinue the Zoom circulator bus—a program with high costs, low ridership, and limited reach—in favor of Tolleson’s Micro Transit system.



The new curb-to-curb service, operating 24/7 through partnerships with Lyft and Uber, initially reduced costs while dramatically expanding access to jobs, medical appointments, school, and groceries. As the program has grown, demand has increased—but so has its impact, connecting Tolleson residents more effectively.


Jimmy continues to advocate for equitable, sustainable transit options for Tolleson and the West Valley—ensuring mobility decisions balance fiscal responsibility with real community need.
